TikTok messaging API does not work on Personal or Creator accounts. Switch to a Business Account in the TikTok mobile app.
2'Everyone can send DM' Enabled
Under Settings > Privacy > Direct Messages, set who can send messages to 'Everyone'. If disabled, TikTok will not send webhooks.
